Indian Government Inquiry Reveals ‘Rogue Operatives’ in Pannun Assassination Plot

An investigation by the Indian government into the purported scheme to assassinate Khalistani terrorist Gurpatwant Singh Pannun in New York City has concluded that “rogue operatives” not sanctioned by the government were involved, as per Bloomberg’s report on Wednesday.

In November, U.S. federal prosecutors had accused Indian citizen Nikhil Gupta of conspiring to kill Pannun under the direction of an Indian government official. Earlier in 2023, Canada had accused Indian agents of the murder of Khalistani terrorist Hardeep Singh Nijjar on Canadian soil. In response to escalating tensions between the two nations, the Indian government initiated an inquiry into the allegations surrounding Pannun’s case. Lawmakers and officials from the Biden administration had expressed concerns and urged India to cooperate in the investigation. The issue was raised in New Delhi by various senior U.S. officials.

According to Bloomberg’s report, at least one individual linked to the alleged murder-for-hire plot is no longer associated with the Research and Analysis Wing (RAW), as disclosed by unnamed “senior officials” familiar with the matter. However, this individual remains employed by the government, and no legal action has been taken against them.

During a hearing on ‘Pakistan After the Elections’ held by a sub-committee of the U.S. House of Representatives Foreign Affairs Committee, Donald Lu, the U.S. State Department’s top diplomat for South and Central Asia, addressed the issue on Wednesday. Responding to inquiries from Ranking Member Dean Phillips about the concerning allegations of Indian government involvement in the plot, Lu emphasized the seriousness of the matter. Although Lu’s comments did not reference the latest developments in the investigation, he stated that the U.S. has urged India to swiftly and transparently address the issue.

As per Bloomberg’s report, Indian authorities have informed the U.S. government about the findings of the probe.
